Full Story
Rochdale Council and LexisNexis Enterprise Solutions have announced the next phase of their strategic partnership with the implementation of Lexis Everyfile, supporting a significant programme to bring elements of care related legal and casework activity back in house.
As financial pressures across the public sector continue to intensify, the Council identified an opportunity to regain greater operational control while reducing reliance on external providers. Historically, aspects of care services work had been outsourced, limiting internal visibility over process, data and cost drivers.
By implementing a structured digital matter management platform, Rochdale Council is centralising case information, documentation, task management and reporting within a single secure environment. Everyfile provides a consistent digital workspace that enables matters to be managed from instruction through to resolution with improved transparency and accountability.
The programme is forecast to generate significant cost efficiencies throughout 2026. These benefits are driven through reduced external spend, streamlined internal workflows and improved allocation of resources. By automating repeatable administrative processes and embedding structured task management, internal teams can manage increased volumes of work without proportionate growth in staffing costs.
Alongside financial impact, the Council gains enhanced governance assurance. Sensitive data is managed within a controlled system, supporting audit readiness and compliance confidence. Leadership teams benefit from clearer reporting and real-time visibility of case progression, enabling more informed operational and financial decision making.
Andrew Carlile of Rochdale Council commented:
“We are committed to delivering highquality services for our residents while maintaining strong financial discipline. Bringing this work back in house gives us greater control over process, cost and data. The implementation of Everyfile provides the structured digital foundation we need to deliver that confidently and sustainably.”
John Watts of LexisNexis Enterprise Solutions added:
“This programme demonstrates how technology can enable meaningful operational change. By combining structured matter management with a clear insourcing strategy, Rochdale Council is improving visibility, strengthening governance and creating measurable financial impact. We are proud to support them in delivering this transformation.”
Rochdale Council’s initiative reflects a broader shift among public sector organisations seeking to regain control of operational delivery while managing cost pressures and increasing regulatory scrutiny.
Structured digital case and matter management is emerging as a critical enabler of this transition. By consolidating data, embedding consistent workflows and reducing fragmentation, organisations can balance efficiency with compliance and service quality.
The Rochdale programme establishes a scalable model for responsible insourcing, demonstrating how technology can underpin financial resilience, governance assurance and long-term service improvement.
